Online Recruitment and Application System
The Online Recruitment and Application System (ORAS) is a strategic digital initiative of the Human Resource Management (HRM) unit of the Schools Division Office (SDO) of Negros Oriental. Developed under the leadership of Assistant Schools Division Superintendent Romel Victor A. Villahermosa MBA, and in collaboration with ICT specialists and system developers, ORAS modernizes and systematizes the Recruitment, Selection, and Placement (RSP) processes for teaching, non-teaching, and teaching-related positions across the division.

Rationale
The increasing volume of applicants and the growing demand for transparent, efficient, and policy-aligned hiring mechanisms led to the development of the Online Recruitment and Application System (ORAS). ORAS serves as the official digital mechanism supporting the implementation of the Recruitment, Selection, and Placement (RSP) Policy processes and operationalizes the Competency-Based Human Resource Management (CBHRM) Framework of SDO Negros Oriental. Anchored on the principles of provision of equal opportunity, competency-aligned assessment, and transparent governance, the system ensures that all applicants are evaluated fairly, systematically, and based on merit.
Traditional paper-based processes often resulted in delays, fragmented documentation, and limited visibility of application status. ORAS addresses these operational inefficiencies by providing a centralized, automated, and standards-based platform that strengthens accountability, streamlines documentation, and enables real-time tracking of applications. Through digital workflow integration and structured evaluation tools, the system supports evidence-driven human resource decisions across teaching, non-teaching, and teaching-related positions while upholding fairness, objectivity, and institutional integrity. -
